Dear Masters and Instructors,

All Coloured Belt and Black Belt members of the International Taekwon-Do Federation of British Columbia are invited to participate in the 2014 ITF of BC Provincial Championships in the beautiful City of Prince George, B.C.

This Championship will be held at the beautiful new Duchess Park Senior high School.

Please direct your competitors to our special web page for full information, on-line registration and host hotel information.

It is our goal to provide an excellent and memorable experience for all participants and their supporters. This will be a well organized event with an excellent level of competition and sportsmanship, demonstrating the true spirit of the original ITF Taekwon-Do.

We are also pleased to be including the following in the tournament program:

  • All competitors, upon registration at the event, will be provided with the ring location and estimated time schedule for their events.
  • All participants will register and make payment directly on-line via the Internet.
  • All competition rings will be fully equipped with 20mm thick safety mats.
  • Colour Belt sparring matches will be 2 minutes long instead of the usual 1.5 minutes.

All registration will be on-line only and closes May 7th , 2014.

After Close of Registration, there will be no refunds of registration fees for any reason. Before close of registration, refunds are subject to a $10 processing fee.

After close of registration, a report will be sent back to each Instructor to double check for correct weight, height, age, rank and gender as well as the assigned division for each of their competitors. Please remind parents and students to be accurate with the information they enter in this form. After the close of registration and completion of initial instructor feedback, there will be a fee of $15, paid in advance, for any changes required due to mistakes made entering information.

*** Instructors are asked to take responsibility for on-line registration of any students who do not have access to the Internet or do not have credit cards. If there are any difficulties, please contact the help line provided on the on-line registration page, or the Tournament Director.

Competitor Check-in

Tournament check-in will be available on Friday May 30th at the host hotel from 6pm until 8pm and at the tournament venue on Saturday May 31 from 7:30am until 10:30am. Competitors are encouraged to check in on Friday night so they don't get caught in the crush on Sunday morning.

Black Belt Weight Verification

Because of the smaller number of Black Belts competing at the Provincial level, the current ITF Free Sparring weight divisions will not be used. Instead Black Belts will be grouped into 2 to 4 weight classes, depending on the number registered and the weight distribution.

All Black Belts, all ages, including Pre-Juniors and Super Seniors, who are competing in Free Sparring must have their weight verified at the weigh-ins prior to competing. Weigh-in procedure will follow ITF World Junior/Senior Championships procedures.

All Black Belts must be within +/- 3kg of their stated weight or they will be disqualified from Free Sparring with no refund of any registration fees.

Weight checks will be available on Friday May 30th at the host hotel from 6pm until 8pm and at the tournament venue on Saturday May 31 from 7:30am until 10:30am. Competitors are encouraged to weigh-in on Friday night so they don't get caught in the crush on Sunday morning.

Colour Belt Age Categories

Minimum age is 6 years old. As per CTFI competition rules, the appropriate age division for all competitors will be determined based on the age of the person on the day of the Tournament (Saturday May 31). Coloured Belt competitors will be placed in age categories taking into account the other people registered to compete. Groups of less than 3 may be moved into other categories.

Black Belt Age Categories

Junior Black Belt divisions are age 14-17. Senior divisions are 18+ as defined by the ITF competition rules. The qualifying age will be determined based on the age of the person on the day of the Tournament (Saturday May 31st ).

Because this event is not a qualifier for the Canadian National Team, "competing up" will not be allowed.

Division merging

Categories or divisions based on age, rank or weight may be merged if the number of competitors registered to compete in a given division is less than 3. This applies to all Colour Belt and Black Belt categories at this event.

Awards:

Four medals will be awarded for each division: gold, silver and two bronzes.

Insurance

The tournament Organizing Committee, the International Taekwon-Do Federation of British Columbia (ITF of BC), the Canadian Taekwon-Do Federation International (CTFI) and the International Taekwon-Do Federation (ITF) are not responsible for any injuries. Only current members in good standing of the ITF of BC may participate in this event as they have full third party liability insurance coverage for any injuries they may cause to others.

Competitor check-in and Black Belt weigh-ins and will be available at this hotel on Friday May 30th from 6pm until 8pm.

This is a highly-rated hotel about 10 minutes drive of the tournament venue. It has a heated pool, waterslide and spa that will be operating during the tournament.

The rooms are at the discounted sport rate of $129 and include continental breakfast & hot waffle bar, discounts to our spa, restaurant, and casino, as well as access to our pool, waterslide, hot tub, and fitness centre.

Parking is free for all vehicles including plenty of free parking for large motor coaches.

Cutoff for booking host hotel rooms at this rate is May 16th, 2014. Please call in and reserve your room prior to May 16th as this is the release date. The host Hotel will still honour the group rate after this date, however cannot guarantee availability.

Tournament Rules

All events at this tournament will follow the Canadian Taekwon-Do Federation International (CTFI) Rules for Coloured Belt Competition and the International Taekwon-Do Federation (ITF) Rules for Black Belt Competition. Copies of these rules are available on the CTFI web site in the "Download" section or by clicking here.

Black Belts will be following the ITF Competition Rules set to take effect January 1, 2013. A copy of these rules was emailed to all CTFI members by Ms. Stone on April 12, 2012.

Special additions to these rules are as listed below.

Patterns:

COLOURED BELTS

Competitors will perform one optional pattern which may be the pattern of their rank or the pattern immediately below their current rank to accommodate recently promoted students. Coloured Belts may not perform any pattern above that of their current rank.

BLACK BELTS

  1. Elimination rounds will be optional pattern of belt rank.
  2. Finals will be 2 patterns - one optional pattern of belt rank and one designated from Chon-Ji to the lower of the two competing; ie if 1st Dan is the lowest ranked Black Belt in the final against a 2nd Dan etc. then the highest Black Belt pattern would be Ge-Baek. The pattern chosen cannot be the one performed as the optional pattern.

Free Sparring:

DURATION OF MATCHES
    Coloured Belts: 1 round of 2 minutes, including all finals.
    All Black Belts 1 round of 2 minutes, all finals 2 rounds of 2 minutes.

SAFETY EQUIPMENT

Mandatory Safety equipment:
  • Hand, Foot and Head guards of an approved type (see below);
  • Mouth guard;
  • Groin protection for all males (must be worn inside the trousers).
Optional Safety equipment:
  • Shin protectors of an approved type (no hard materials);
  • Groin protection or chest protection for females (must be worn inside the dobok).

APPROVED TYPES OF SPARRING SAFETY EQUIPMENT

All Coloured Belts and all Black Belts of all ages may wear ITF approved safety gear (e.g. Top Ten, Top Pro, etc.) or the standard foam safety gear (e.g. Macho, Century, etc.). Any colour is allowed.

No jewellery, piercings, watches or other adornments may be worn, hair may be kept in place using a material of a soft elastic nature only. Hard materials (e.g. plastic, wood or metal) are not allowed.

Students must compete with required safety equipment. Referees will inspect equipment at ringside to ensure suitability and safety, and may disallow items deemed unsafe or incorrect. Students with incorrect or unsafe equipment equipment will be given 3 minutes to correct any deficiencies or they may be disqualified with no refund of any fees paid. Competitors sharing equipment is welcomed.

Power Test Breaking Rules:

  1. A single machine designed for the specific test will be used;
  2. Competitors must attempt to break with any one hand technique and any one foot technique from the list below;
  3. A total time of thirty (30) seconds is allowed to set the preferred heights for each power breaking item listed;
  4. The competitors (minimum 3) with the highest points will go through to the next round where they will break with a hand and foot technique again, against more boards;
  5. Competitors who did not score any points in their first round will not be allowed to continue;
  6. In the second round, competitors are able to use the same technique as used in round one, or they may choose to use an alternative technique from the list;
  7. It is permitted to step forward, to slide, skip and or jump. For Sonkal Taerigi the strike may be either inward or outward;
  8. All competitors must start and finish with a forearm guarding block posture;
  9. After a red flag signal of the referee, each competitor has sixty (60) seconds in which to attempt to bend or separate the board(s) for one breaking item. Each attempt must include one (1) pre-judgment of distance with touching allowed, followed by the attempt to break the board(s);
  10. Competitors exceeding the settled time shall receive 0 points;
  11. Referees may disallow a break for failure to maintain the following:
    1. Correct balance and posture throughout technique;
    2. Correct attacking tool in the correct manner.
  12. Referees must examine each board before each attempt;
  13. Each fully broken board will count as three (3) points;
  14. Each half moved board will count as one (1) point;
  15. In the event of a tie the Jury President will select one item from the list by random draw to be the tie breaker. He/She will direct how many boards will be used. The tied competitors will then carry on until the places are decided;
  16. The four highest scores will set 1st, 2nd, and two (2) 3rd place winners;
  17. Competitors must score a minimum of one (1) point in the competition in order to win a medal.

Coaching:

Coaches are encouraged for all Black Belt competitors. Coaches must dress and behave as specified in the ITF competition rules. At this time, coaching at ringside is not allowed for Coloured Belts.

Protests:

Only the Coach for a competitor in a Black Belt match can present a protest when a decision seems to violate the rules or procedures. The protest tax for this event is fixed at CN$100.

Umpires:

It is our mission to provide a safe, fair, exciting and efficient competition for all students.

All Black Belts (age 16 +) are required to assist with the umpire duties at this tournament. In the event of an umpire shortage, Black Stripes age 16+ and Black Belts age 14+ may also be asked to assist with umpire duties for coloured belts.

All Officials will receive a complimentary lunch on the day of competition.

All officials must attend the Black Belt meetings to be held at the beginning of the tournament at the time noted in the schedule above.

All referees and judges must wear official ITF dress:
    White Shirt, Blue Tie, Blue Pants (no jeans), white athletic shoes.
    Casual clothing will not be permitted on the floor.

Black Belts who do not participate in umpiring as assigned not be allowed to compete.

**INSTRUCTORS: It is your responsibility to ensure that your Black Belts understand that they must report for umpire duty as required.

Registrations of Black Belts and Black Stripes will be used to create the Umpires list.

**INSTRUCTORS: Please indicate any Black Belts who will be attending but are not competing and available to act as umpires.
